The research results of CIPI 2008 demonstrate the intensity of regional IP advantage. The strength of IP capacity dwindles from eastern regions to the middle regions and to the western regions: there are 9 provinces from the eastern regions in the Top Ten List; there are 7 provinces from the middle regions in the eleventh to the twentieth; most of Last Ten are made up of provinces from the Western Regions, there are 7 in total.
Only a few provinces stand out in the provinces from that region and there is also a slight chance that a province falls far behind in the provinces from that certain region. For Instance: Chongqing, a province from western region whose IP capacity is the weakest among all regions in China while it is listed in the Top Ten List, and the case is the same to Sichuan and Shaanxi, listed the 11th and 15th . Further more, Hebei, Guangxi and Hainan are provinces in the eastern region, which is the strongest, while the two provinces are listed in the Last Tens.
Another characteristic shown in CIPI 2008 is the economic relevance. The IP capacity is closely correlated with the economic capacity demonstrated in the characteristic of economic development in China, which is that eastern regions outweigh the western regions in economy.
